Villains who are often unable to cause great acts of suffering that are taken seriously.

This is also a caution category, since these villains are often played too comically, but if them not being taken seriously is the start and end of it without them being played too much for laughs (at least so long as those comedic moments don't detract much from them being pathetic), then they can still qualify.
