Inconsistently Heinous

Pathetic Pinheads who are Inconsistently Heinous. It is usually very difficult for them qualify here because they are far too sympathetic and/or comedic to even be considered pathetic, however, exceptions exist if their redeeming qualities don't get too much in the way of their detestability and/or if their comedic moments only show how pathetic they are rather than make them likable characters.
